The reform screen does not have the same reforms as for civilized nations(political and social). Instead you let your research points cumulate until you have enough to enact one of the reforms in the politics screen. The normal technology screen does not allow you to pick new technologies to research. Uncivilized nations don't research new technologies like civilized nations.
